(1) Every institution may make its own regulations to fulfill the purpose of this Act and to manage all its operations. But such regulation shall not be enforced until it is approved by the Government of Nepal.

(2) The institute may make regulations in the following subjects especially without any adverse effect on the generality of the rights given by sub-section (1):-

(a) The work done by the institute and its method,

(b) The method and procedure of the board of directors,

(c) Matters related to the branch or department of the institute,

p>(d) appointment, promotion, facilities, discipline, and other service related conditions of the employees of the institute,

(e) operation of the fund of the institute,

(f) contract lease on behalf of the institute or Contracting procedures and rights (g) Procedures for using the seal of the institute, and (h) Other matters necessary for the institute to conduct its work in an orderly manner.
